Is there a way for this balloon to be switched off. It's quite annoying, especially on handheld devices...

1.6 dCI, 2WD, Zen+ , Retractable Tow Bar.

I will get duracel to get rid of it when he can, but in the interim 

open settings in the chat box and turn off chat
if the pop up shows again cancel it and that should keep it off

Where do you see the settings to turn it off completely?

When I click on the blue bar all I see is this at the bottom:



and this at the top of the screen:



Can't see a settings option anywhere.

You are only getting the submit a ticket if there are no admins online.
The balloon has been deactivated which now prevents people from submitting a support request when not logged in primarily on a mobile device. 
The only time the blue bar can be removed altogether is when an admin is logged in and the option will be available via the setup cogs that will then be accessible. 
Why do you want to remove the blue bar?
