Never tried limiting that low may be interesting just to try. Just for curiosity but I would think you are correct.

I prefer just a tad more driver control myself and truly hope other drivers do too. Until all cars/trucks are fully speed controlled, cars that obey traffic signs rather than the driver would be disastrous.

2019 user manual confirms lower speed limit for speed limiter / cruise control is 20mph / 30kmh.
