I've upgraded successfully to 3.3.16.980
Now can I upgrade to v7/8/9 using the firmwares from this site?

From V3 to V7 ONLY(!!!) in an official garage, or you're risking bricking the device. It's free if you're still under warranty and approximately 40 euros if not. It takes more than 2 hours. Then you can upgrade to 8 or 9 by yourself.

I tried to update to 7.0.24 but it tells me "it's not possible to install former software version"
can't I update it by myself? I know the garage answer beforehand... They are stupid there...

Again, do yo want to upgrade from 3.3.16.980 to 7.0.24 by yourself at home? Don't do that. You will have at least half-working device or completely bricked device. 
It is real boring to explain why, I did explain many times here why, just search and find. 
How easy is to brick device can tell that even authorised garage can brick it completely if they want to (to have a reason to replace device under warranty).
BTW, when you have half working device there is no undo option. You will have to replace device anyway. 

On short: you need a connection to internal Renault servers and CLIP to successful upgrade R-LINK V1 from 2.2.19.300/3.3.16.9xx to 7.0.24.
2016 White 1.6 dCi 4WD BOSE with Premium Techno Pack, Winter Pack, Panoramic glass roof & autodipp mirror and retractable towbar.
Added ambient illumination, few chrome trims,
Replaced R-Link2 V2.2 SW version 9. 0.34.611, enabled Android Auto and CarPlay (change USB slots)

Why do you want to upgrade the software first? 
Going from different branch’s of the software needs to be done at a dealer.
if you are doing it to activate CarPlay then you’ll need a new head unit, the early units are not compatible even with the correct version of software on.
of course there are ‘third party’ downloads but i woul only trust tried and tested from a reliable source.
