Following is my way to delete files from maps partition. Use at your own risk. I beleive if you check every every file you are going to delete then it will be fine. But don't delete if without investigation if the file is needed or not.
1) get fresh fresh copy of fingerprint (.wls file)
2) decode the fingerprint, you will get .json and .xml files
3) in the .xml file you will have the list of files, copy <installed-contents> to new text file with .cmd extension
4) edit the cmd file to remove everything except of fileName="..." values and to make it creating empty files of those names
5) run the .cmd and youse those empty files to build new .sku with "delete" command instead of "copy" in skuhelper
This is my way. If you like to do the same you will need some skills for .cmd aka programming. Actually I could help with this part. Good luck

I suspect it is connected to the only one specific file: Russia_HERE_2018.Q4_181205_(JV).fjv. This is quite special file type for junction vews. But it is not (JW).fjw, they are different, and for Russia there are both of them present. Solution is obvious, remove that only one file Russia_HERE_2018.Q4_181205_(JV).fjv. You even don't lo lose junction views for Russia as there is standard type. I don't know why both of them are included. And I am not sure if it will help with the error. But worth to try. And quite interesting, maybe I will check this

Same here. This morning decides to make a map set, splitting the maps in 3 parts (only the MAP folder in Contents). Got "License error" on Verifying Cheksum. Tried with the second part - again. Then removed all the junction files and tried again - same mistake. Can't figure it out...

Regading .fjv (not fjw) - I did verify, this was the only problem. I did full install of here 2018.q4 except this file (Russia_HERE_2018.Q4_181205_(JV).fjv) and it worked like a charm! And opposite I did small .sku with this one file only and it failed with the same error.
AOne, I would suggest to check everything, maybe start from scratch, and pay attention to .lyc and .lyc.md5 files - you should have one in the R-LINK folder:

Also you might need several other .lyc files in the "license" folder at the root of .sku file (at the same level as your "content" folder; those licenses should come with your new maps):

You got a point. For myself I am sure I use licencse file already presented with previous maps... OK, will try tomorrow again with right licencse file...

Don't forget to delete "Russia_HERE_2018.Q4_181205_(JV).FJV" file - this is a rootcause of the error.
Other junction view files (FJW) work fine.

The "V" file is not in my first part of maps, so it's not the problem for it. Ofcourse I'll surely delete it, before making the second part. But ... I'm deleting the license folder. Maybe there's my mistake. Will try how
EDIT: In the video example, there's no such folder (license). Very strange...
